What does the latest participation and destinations data show?

England’s post-16 statistics tell several different stories at once. Most 16–17 year olds participate in education or apprenticeships, most pupils sustain a positive destination after GCSEs, but significant gaps remain – and the NEET rate is much higher after age 18.

1. Participation at 16–17 is high but not universal

At the end of 2025, 88.2% were participating in education or apprenticeships. Do not call the remainder NEET: the categories and sources differ, and the separately estimated 16–17 NEET rate was 4.0%.

This is why a single “youth NEET” headline can hide very different patterns.

3. Overall 16–24 NEET fell in the latest annual estimate

The 13.3% figure was down 0.3 percentage points from 2024. But DfE says the broader post-2021 pattern has been upward with fluctuations, and warns about increased sampling variability.

4. Most Year 11 leavers stay in education

85.8% of mainstream KS4 leavers sustained an education destination; the overall positive destination rate was 91.6%.

5. The disadvantage gap after GCSEs is large

Disadvantaged pupils 83.2% against all other pupils 94.6% – a gap of 11.4 percentage points.

DfE Participation in education, training and employment age 16 to 21 — England — mainstream state-funded Year 11 cohort — end of 2025. This cohort is not the same population as all young people in England.

7. After 16–18 study, employment becomes much more important

Education 43.2%, employment 28.2%, apprenticeship 7.4%, overall 78.9%.

8. Qualification level is strongly associated with destinations

Mainly Level 3 85.6%, mainly Level 2 62.3%, other or lower 56.1%. These are associations, not proof of single causes.

9. Level 3 progression to Level 4+ is substantial

The separate two-year measure shows 65.0% progressing to sustained Level 4+ education or training, mostly degree study.

10. A positive destination and “not NEET” are not the same thing
